A business man in San Diego risked prosecution to save a baby seal. The seal was tangled in a fishing net and couldn't breathe. However, federal law forbids anyone from disturbing the seals, regardless of the reason, claiming it could spook the other seals. While I see their point, I wonder why wildlife officials didn't do something to help the seal.
